Frank McGinty ’71

Frank McGinty has held key leadership positions in Maine's health care system for more than 30 years. Frank began his career as a group sales representative at Blue Cross and Blue Shield of Maine the day after he graduated from Bates College, where he played football for the Bobcats. Frank rose quickly through the ranks of the company's management team. In December 1974 he became director of Blue Cross' Health Care Planning and Research Department, working closely with state officials, health care leaders, and consumer advocates engaged in the development of the first comprehensive plan for the delivery of hospital and medical care in Maine. Two years later, he left Blue Cross to go to Augusta to lead that effort. For the next 13 years, as the executive director of the Maine Health Systems Agency, the Department of Human Services' Deputy Commissioner for Health and Medical Services, and the executive director of the Maine Health Care Finance Commission, Frank helped to shape the state's health policy and create many of the public health and medical assistance programs in place today. He left public service in 1989 to return to Blue Cross. As senior vice president for external affairs and then as senior vice president and treasurer, he helped lead Maine's largest health insurance company for more than a decade. Following Blue Cross and Blue Shield of Maine's sale to Anthem Blue Cross and Blue Shield in 2001, Frank joined MaineHealth, northern New England's largest health system, as its executive vice president and treasurer. In this capacity he continues to work to make healthcare better and more affordable for the people of Maine.
